Renters’ Rights Act 2026: Latest Update from Propertymark

The UK Government has published draft regulations outlining new requirements under the Renters’ Rights Act 2026, including a mandatory Written Statement of Terms for tenancies in England.

📅 When Do the Changes Apply?

  • From 1 May 2026 – all new tenancies must include a Written Statement of Terms
  • Existing tenancies – landlords must provide tenants with a government Information Sheet by 31 May 2026

📄 What Is the Written Statement?

This document confirms key tenancy details and must be provided before a tenancy begins.
It must include:
  • Landlord and tenant names
  • Property address and tenancy start date
  • Rent amount, payment terms, and how increases are handled
  • Deposit details
  • Utility and bill responsibilities
  • Notice requirements and security of tenure
  • Safety and legal obligations
  • Pet requests and disability adaptations (where applicable)
    The information can be included within the tenancy agreement or issued separately.

⚠️ Why This Matters

Failure to provide the correct documentation could result in:
  • Enforcement action
  • Civil penalties
  • Issues with possession or compliance

This applies to both landlords and managing agents

🏠 What About Existing Tenancies?

Landlords do not need to replace current tenancy agreements, but must provide the official Government Information Sheet by 31 May 2026. This can be sent digitally or in hard copy.

🔍 What’s Still Being Finalised?

The final version of the regulations is expected in March 2026. Further clarification is still needed on:
  • Disability adaptations
  • Supported accommodation
  • Pet requests
  • Fair usage of bills
  • Ending a tenancy
